Here is a link and video to Matt Cutts with Google’s search quality team answering a question about Keywords Meta Tag and how they view it for rankings.
Even though, they share that it is not considered for ranking purposes it’s best not to leave it blank because sometimes they will pull snippets from the meta tags for the description in the search results. Also, the other search engines rank things different then Google but are pretty similar for the most part. A good rule of thumb is to include one but don’t think this will help you rank better.
